GPS receiver technology relies on signals broadcast from satellites orbiting 20,000 km above the earth at approximately -163 dBW or about the strength of a single Christmas tree bulb. The low power of this transmission makes the signals vulnerable to being swamped by interfering signals from both malicious and non-malicious sources.
A simple 1 watt jammer, readily available on the Internet, can overpower GPS signals within a large area, denying a position solution from the victim receiver.
